a bipartisan group of members of the House of Delegates at a press conference to
highlight House Bill 1907, which strengthens penalties for texting while driving
which passed the House on Tuesday by a vote of 92-4 and a similar bill passed
Comstock is a co-patron of House Bill 1907 which would shift the penalty for
texting while driving from a secondary offense to a primary offense.
